Yes, but we recommend that you order a tag to be sent by post well in advance, as delivery can take time, ensuring you receive it and have time to attach it to your windscreen before arriving in Norway. You may also get an AutoPASS tag at customs and ferries along the Norwegian border.

You can register everything in advance except the tag number. The contract enters into force only when the tag number is assigned at the border. If you register in advance, you will speed up the process of getting a valid tag contract at the border.

Valid tags in Norway: AutoPASS and approved tags in the EasyGo partnership between Norway, Denmark, Sweden, and Austria. There are no Swedish tags. The toll tag must be linked to the vehicle’s registration number.

Drive to the border, get a tag and register an agreement for the tag as described in the brochure delivered with the tag. Contact the toll service provider you have ordered a tag from, and ask them to release the car's registration number from the tag posted by mail. Install the tag as described in the brochure.

The invoice is only in Norwegian and English. Road toll is to be paid in Norwegian krone (NOK) to a Norwegian bank account.

Control

The police, Norwegian Customs, and the Norwegian Public Roads Administration will monitor compliance with the tag requirement, and inspections will be carried out along the road.

  • A valid tag must be placed on the windscreen in accordance with instructions
  • The vehicle must have a tag that is valid for heavy vehicles
  • The vehicle must have a valid tag number which is linked to the registration number of the vehicle
  • Random inspections
  • As part of ordinary roadside vehicle inspections

The inspector looks up the vehicle or the toll tag in a status list of valid toll tags for heavy vehicles.

The inspector can see that the vehicle is registered to a private individual and is not carrying goods, does not have a logo on the vehicle or other signs that the vehicle is used for business purposes. If you are unsure that the inspector will spot that this vehicle is used for social, domestic and private purposes, order a toll tag.

On the inside of your front windscreen you may have any valid tag for heavy vehicles in Norway (AutoPASS or Brobizz toll tag from Brobizz AS or the Øresund bridge) that is linked to the vehicle’s registration number. These toll tags will appear on the inspector’s status list. You can only have one electronic toll payment tag on the inside of the front windscreen. If you have several electronic toll payment tags, the rest must be stored in radiation-tight packaging.

A breach of the regulation will entail a fine of NOK 8 000. If the violation is repeated within a period of two years, a fine of NOK 16 000 will be imposed. The fine must be paid within three weeks even if you appeal, otherwise it will be increased by 50 per cent to NOK 12 000 or NOK 24 000.

You may appeal against a fine within three weeks. The appeal must include your grounds for appealing, and you must attach relevant documentation. Contact your toll service provider to obtain the necessary documentation. Send your appeal to the control authority that has imposed the fine:

  • Appeals to The Norwegian Public Roads Administration should be sent to Statens vegvesen.
  • Appeals to the police should be sent to the police district where the fine was imposed.
  • Appeals to The Norwegian Customs Authority should be sent to the customs region where the fine was imposed.

Applications to postpone payment or to split the payment should be sent to The Norwegian National Collection Agency.

Costs, discounts, invoices and payments

This depends on which toll service provider you have a contract with and whether you have a contract for prepayment or post-payment for the electronic toll payment tag. Check your toll service provider’s website for more information.

You must contact the toll service provider you received the invoice from.

Toll tags with a post-payment contract can be blocked when the invoice is forwarded for debt collection or the credit limit has been exceeded. When the toll tag has been blocked it no longer appears on the status list for valid toll tags. During an inspection you will not be registered with a valid contract, and you will be fined.

No, you will not be fined if you were not stopped in an inspection.

Regulations and exemptions

Act of 18th June 1965 no. 4 on road traffic sections 13, 31 and 31a and the Regulation on the requirement for use of electronic payment units in motor vehicles above 3.5 tonnes.

The toll tag is mandatory for vehicles exceeding 3.5 tonnes registered or leased by a company, state, municipalities, county municipalities and vehicles registered to private individuals and used for business activities. The tag is not mandatory for campervans and other vehicles registered to individuals and that are only used for social, domestic and private purposes.

Business means activities suited to providing a net income.

The whole of the Norwegian public road network. It is of no significance whether there are any toll collection points where the vehicle is being used.

It is the user agreement for the toll tag that links the tag number and the vehicle’s registration number. If you move the toll tag to another vehicle the user agreement must be amended. A charge is made at inspections if the toll tag number is linked to another registration number. The registration number can be changed at your toll charger.

It applies to permissible maximum weight. Vehicles exceeding 3,500 kg permissible maximum weight as shown in the vehicle registration certificate must enter into a user agreement for a heavy vehicle and pay toll rates for a heavy vehicle, rate group 2.

Only vehicles registered to private individuals and that are used for business purposes. As an example, transport in connection with own business as a farmer, on behalf of an employer or suited to obtaining payment. If you are in doubt, get an electronic toll payment toll tag. The order does not apply to motorhomes, SUVs and other private vehicles that are solely used for social, domestic and private purposes.

If you are unsure, we recommend that you obtain an electronic toll payment tag to avoid any uncertainty during an inspection. This applies whether you complete a vehicle log book or not.

The order does not apply to tractors or motorized equipment. The order does not apply to vehicles connected to NATO military headquarters, foreign NATO forces and forces participating in Partnership for Peace. The order applies to vehicles adapted for military purposes that are owned by the Norwegian Armed Forces. Vehicles must pay road tolls according to the current regulations on tolls even if the toll tag is not mandatory.

Motorhomes registered to an individual and used solely for social, domestic and private purposes do not need a toll tag, but motorhomes that are in addition used for business purposes must have a toll tag. Motorhomes that are rented or leased and used solely for social, domestic and private purposes must have a toll tag because the company renting or leasing the vehicle is using the motorhome for business purposes.
